This will be a discussion on the responsible adoption of critical space technologies. We will explore how regulation and broader governance mechanisms can support equitable and peaceful use of space while harnessing emerging innovations for the benefit of humanity. Spaces are limited but you have been selected as someone whose perspective we would like to have at our event.
We have secured a fantastic panel (listed below, with one more to be confirmed shortly) who will explore the application of emerging technologies such as AI, quantum computing, and engineering biology, in the space sector, and discuss the balance needed between technological progress and regulatory frameworks to shape the future of human activities in space exploration. Additionally, we’ll examine how the UK can leverage its expertise in science diplomacy, law, and arbitration to position itself as a global hub for sustainable space endeavours.

Member of the Government’s Regulatory Horizons Council and Director Innovation at Capgemini Invent
Dr Lucy Mason is a Director at Capgemini Invent leading on emerging technologies and innovation, especially in the defence, national security, and space sectors. Lucy is a member of the DSIT Regulatory Horizons Council and is leading work to advise the Government on regulating space technologies.Lucy is the founder and former Head of the Government’s Defence and Security Accelerator (DASA) which finds and funds innovation to create novel defence and security capabilities. Her interests include the threats and opportunities posed by AI and machine learning, the internet of things, quantum technologies, futures thinking, and the implications of technologies for people and society.
James Black
Assistant Director, Defence and Security; European Lead, Space at RAND Europe
James Black serves as European lead for the RAND Space Enterprise Initiative, a global hub for RAND's space-related research, and advises the Centre for Defence Economics and Acquisition. He is also assistant director of the Defence and Security research group at RAND Europe, where he leads the Defence Strategy, Policy, and Capability research portfolio. He was recently a non-resident NATO 2030 fellow.
Jo Petrolati
Innovation & Technology Consultant
Jo is a Technology Consultant focused on Deep Tech with experience across a wide range of industries. She specialises in helping to bridge the gap between technology and the commercial needs of organisations to support decision-making. She has a master’s degree in Physics which fuels her interest in Space and the way technology will impact our world. At Cambridge Consultants, Jo also provides strategic guidance for the Quantum Engineering and Space capabilities.
Joanne Wheeler MBE
Managing Partner, Alden Legal; Director, Earth & Space Sustainability Initiative
Joanne is a leading international expert in the field of satellite and space law, policy, regulation, spectrum and commercial contracts, having worked at Ofcom, ESA and for over 20 years in private legal practice in this area. She was awarded an MBE for services to the UK space industry, won the Financial Times European Legal Innovator of the Year award and is ranked Tier 1 in legal directories. She is the co-founder and Chair of the Satellite Finance Network and the Prospero Space Fellowship. She is a Fellow of the Royal Astronomical Society, the Royal Aeronautical Society and Deputy Chair of the National Space Centre. She Co-Chairs the UK Government’s Spaceflight Safety and Regulatory Council and was appointed as an honorary Professor by the University of Leicester in 2022.
The Regulatory Horizons Council (RHC) is an independent expert committee that identifies the implications of technological innovation, and provides government with impartial, expert advice on the regulatory reform required to support its rapid and safe introduction. The Council has published reports on range of technology and innovation areas fusion energy, drones, and quantum technology, among others.
