Jim Carter serves as the Director General Commercial and Industry at the Ministry of Defence (MOD), where he leads the strategic direction and execution of all commercial activity across one of Government’s most complex and high-value procurement environments. Jim is responsible for shaping and delivering commercial strategies that underpin national defence capabilities, driving innovation, ensuring value for money, and fostering sustainable relationships with industry partners, as well as leading a function of over 2,500 commercial professionals.

Prior to his current role, Jim held a variety of senior commercial and procurement positions across both the public and private sectors, including Commercial Director in the Submarine Delivery Agency, Transformation Director in the Cabinet Office, Commercial Director at Network Rail, and Process and Projects Director at Cable and Wireless Plc. Jim has been a Fellow of the Chartered Institute of Procurement and Supply (CIPS) since 2014, and is passionate about developing talent and building high performing, inclusive teams.
