Richard Goodman was appointed as the Director General for Rail Reform and Strategy in the Department for Transport (DfT) on 11 March 2025.

Richard was the Director General for Buildings and Resilience at the Ministry of Housing, Communities and Local Government (MHCLG) from November 2020 to March 2025.

Richard previously led the government’s work to support London through COVID-19.

Richard joined HM Courts & Tribunals Service (HMCTS) in 2015, where he was strategy and change director, to lead the £1.2 billion reform programme to make it more accessible and easier to run.

In 2011 Richard joined the UK Border Agency as director of international operations. After a spell in the Middle East he became policy director at the Financial Ombudsman Service.

Richard began his career in international travel.
