Andy is Commissioner (Group CEO) of Transport for London (TfL), reporting to the Mayor of London and the TfL Board. TfL is the world’s largest integrated public transport authority, carrying circa 11m passengers each day. He is accountable for ensuring the safe, reliable, and effective operation of all services that TfL provide, and for delivering the priorities and objectives set out in the Mayor’s Transport Strategy and TfL Business Plan. Leading approximately 28,000 colleagues, a budget of over £10bn pa opex & £2bn capex pa and income of circa £10bn pa.

Andy joined TfL in November 2019, as Managing Director London Underground & TfL Engineering, the world’s oldest metro railway, having previously spent nearly 30 years in the commercial aviation sector. Progressing to become TfL’s first Chief Operating Officer in 2022 and Commissioner in October 2022. During his time at TfL, he played a critical leadership role during the covid pandemic, ensuring services were maintained for critical workers whilst focussing on the well-being and safety of colleagues and customers, he led the operational readiness for the opening of the Elizabeth Line and Northern Line Extension and several other significant capital programmes. He has secured the highest value and longest-term funding from HMG for more than a decade and achieved board approval for the organisation’s first multi-year business plan since the pandemic. Meanwhile focussing on making TfL a more diverse, inclusive and equitable organisation for customers and colleagues alike, with improved accessibility for customers, record colleague viewpoint response rates and engagement scores.

Andy is a Non-Executive Director of the National Armaments Director Group of the UK Ministry of Defence where he chairs the safety and security committee.

Andy started his career with British Airways as a sponsored undergraduate (degree apprentice) in 1989, where he gained an honours degree in mechanical engineering from Manchester University. His career saw him take on varied roles across engineering, flight & ground operations and customer service, culminating as Director of Operations and a member of the Executive Leadership Team for just over seven years, leaving in 2015.

Prior to joining TfL, Andy was Executive Vice President at Menzies Aviation (John Menzies Plc), with overall responsibility for all aspects of the business and operations for the UK, Europe, Middle East, Africa and India. He was also a Non-Executive Director for National Air Traffic Services (NATS) between 2009 & 2016 and BA Cityflyer between 2011 & 2015 and Defence Equipment and Support between 2018 - 2026.

He is a Chartered Engineer, Fellow of the Royal Aeronautical Society, Member of the Institute of Mechanical Engineers, Honorary Fellow of the Institute of Couriers and Member of the Institute of Directors.
